She has spent thirty years doing the mathematics of risk; however, Bukola Ifemade has always been solving a human equation.

As the architect of the Insurance Sector Strengthening Program (ISSP), she stands at the intersection where regulatory ambition meets social impact, asking a question many African economies still avoid: what does it truly cost a nation to leave its people without protection, exposed to poverty, vulnerability, and a lifetime of preventable hardship?

Bukola's career spans more than thirty years at the executive level, including leadership roles at AXA Mansard and NSIA Insurance, two of Nigeria's most significant insurance institutions.

She served as Past Chairman of the NCRIB Lagos Chapter and as a former Council Board member, and she continues to sit on multiple national industry committees, where she has consistently advocated for policy and market reforms that expand financial protection to underserved populations.

However, the deeper story is not the positions held; it is the pattern they reveal. At every stage, Bukola chose the harder road: the structural argument over the commercial one, the market development agenda over the margin-protection instinct, the long-term sector health over the short-term institutional win.

The sector she has spent her career in reflects the tension she has always worked against. Nigeria's insurance penetration is just 0.5% of GDP, compared to a continental average of 3.2%.

  • Bring 5 million new Nigerians into the insurance system
  • Connect 250,000 MSMEs to tailored coverage solutions
  • Achieve 40% female participation across the sector
  • Move Nigeria's insurance penetration from 0.5% to 10% of GDP by 2028.

Behind each number is a human reality.

Insurance as ESG Infrastructure – What They Are Building Next

ISSP is purpose-built as a public-private partnership; its logic maps directly onto the ESG agenda that African institutions, regulators, and investors are increasingly being called to operationalise.

Its alignment with the Nigeria Insurance Industry Reform Agenda (NIIRA 2025) spans insurance penetration, regulatory compliance and transparency, capacity building, consumer protection, and the sector's contribution to Nigeria's GDP aspirations.

For Bukola, this alignment is deliberate. Insurance, done right, is social infrastructure; the mechanism by which a society commits to shared risk.

Fully implemented, it would transform Nigeria's insurance landscape and establish a replicable continental model for building financial protection infrastructure deliberately, equitably, and at scale.
